Enhancing Rural employment and incomes through the development of agro-processing industries.
With the dwindling land/man ratio in many parts of the Region and the declining share of agriculture in national GDPs, agro-processing can be seen as a means of enhancing economic activities in the countryside; it can ensure value-added, help expand markets for agricultural products and increase farmers' income and contribute to the growth of regional and national income.
Many Member Governments already consider agro-industries as a strategic sector in terms of employment creation and income generation contributing to arrest rural-urban migration. The paper sets forth the need for comprehensive reviews of the potential for the development of agro-processing sector at national level, the elaboration of strategies and policies based on locally adapted technologies and availability of raw materials as well as manpower training needs.
