The Sino-British Joint Declaration on the future of
Hong Kong, the Basic Law for the Hong Kong Special
Administrative Region and the International
Covenant on Civil and Political Rights which will
continue to apply to Hong Kong after 1997, all make
provision for the continuation of freedom of
