UN TORTURE CONVENTION:

1.

HONG KONG

I see from Mr Walwyn's Note of 21 May (copy attached) that it is now unlikely that we will be in a position to extend the Torture Convention to Hong Kong for about another six months.

2.

This means that we will have to delay the extension to the UK Islands (Jersey, Guernsey and the Isle of Man) and Bermuda also. This will not be particularly welcome news to the Home Office who at my request pressed Guernsey to enact the necessary legislation to allow the Convention to be extended to them. I therefore need to inform the Home Office of this delay and attach a draft letter to them on which I would welcome any comments.
