COMPOSITION OF THE UK DELEGATION

From our observations of the sessions in respect of Canada's report, it is clear to us that it will be important for delegation members to have sufficient expertise to be able to answer questions from members direct. This seems to point to the need for HK experts to be included in the UK delegation and the question as to who should speak in respect of questions concerning Hong Kong will need to be carefully considered. It would clearly go down well with the HRC if the main spokesperson could deal with oral questions from the floor confidently and expeditiously. We gather that the HRC may be prepared to devote up to five sessions on the UK report, of which at least two may concern Hong Kong exclusively.

CHR officials and members of the HRC felt that it would be avantageous for them to receive early notice of the latest developments on the BOR. We therefore think we need to consider whether a supplementary report devoted to the BOR should be prepared. If we do this, CHR officials will need to receive it by the end of December because of the need to translate into the official languages. However, they said that developments after December could be reported on verbally at the meeting in March. The actual date of circulation of a supplementary report could be subject to our confirmation that it is appropriate to release the report on a certain date (this is in order to accomodate any wholly unexpected changes in the legislative timetable). We have taken the opportunity to provide copies of the draft BOR, of the BL and the JD to the CHR for ciruclation to those members of the HRC who are interested at this stage.
ASSISTANCE IN TRAINING

We have discussed with CHR what opportunities exist in the near future for training and attachments to the CHR. We have identified the following programmes:
