3. The section on the UK was overtaken by the publication in June
of a separate report entitled 'Amnesty International United Kingdom Human Rights Concerns'. Guidance has been issued to posts
in response to this.

Hong Kong features again in the annual report, with predictable
interest in treatment of Vietnamese Boat People. Amnesty's concern
in 1990 about abolition of the death penalty in the Dependent
Territories has been overtaken this year by abolition in most of
them.
5. We have sent relevant sections of the report to the Home Office,
Northern Ireland Office and Hong Kong Government. We are asking geographical departments to pass on relevant entries to Posts and
ODA departments.
