The only recent case when HMG decided for political reasons to risk being found in contravention of the provisions of the ICCPR was in 1983, over the introduction of closed camps for Vietnamese migrants in Hong Kong. The UN Human Rights Committee were made aware of this in the subsequent report on the UK's performance, but the political reaction was relatively minor. A decision to abandon first asylum would undoubtedly provoke considerably greater international criticism.
