The Petitioner

aged 12. Two years after his imprisonment the woman and her daughter ceased contact with the Petitioner and they are reported to have emigrated to

Canada.

At the time of the murder the Petitioner was 27

years of age. He was involved in the 14K triad society and was also a drug addict. He has prior convictions for defilement of a girl between 13 and 16 years (now the offence

of unlawful sexual intercourse), robbery, unlawful possession

[2], membership of a triad society, and breach of a bond.

the Director of Social Welfare. The Petitioner's case was

last considered by the Board of Review in December 1987

at which time it was considered that there were no

circumstances to warrant a recommendation for early release.
