Mr. CHAN Chun-shan and family have petitioned her Majesty the Queen for clemency on behalf of his two sons, Mr CHAN Kan-sau and Mr CHAN Kan-cheung, who were both convicted for involvement in the same murder and serving а life sentence. This letter deals with Mr CHAN Kan-sau's case. Mr CHAN Kan-cheung's case is dealt with in a separate letter submitted with this one.
A copy of the petition made on behalf of Mr CHAN Kan-sau is at Enclosure Al. The background of the case is set out in the note prepared by the Attorney General at Enclosure Bl.
Under Colonial Regulations 169-172, such petitions shall be forwarded to the Secretary of State accompanied by such material as the Governor considers relevant.
