I attach all the relevant papers on the case of

Mr Lau Yam-Hei, a constituent of Mr Lennox-Boyd's.

Mr Lennox-Boyd has now received a letter from Baileys Shaw and Gillett, Mr Lau's solicitors, asking him to exert "sufficient pressure" on HKG to bring about a re-assessment and an equitable and just conclusion to this case.

Mr Lau's case is a long-running one, which the Building and Lands Department of HKG have looked into. concluded that his claim for compensation from HKG for land, once owned by his father and acquired by the District Office of Hong Kong and New Territories, was no longer valid, as it was "out of time". Under Section 17 of the Crown Lands Resumption Ordinance, compensation must be claimed within five years of the date of its award. Compensation was awarded in respect of the land owned by Mr Lau's father in August 1974. Mr Lau failed to produce Letters of Administration for his father's land until 1983.

Not withstanding that Mr Lau is a constituent of

Mr Lennox-Boyd's, I am wary of HMG getting involved in what appears to be a legal case. As there must be many other cases similar to Mr Lau's, I see no justifcation for exerting pressure on HKG.

I should be grateful for your views on whether we should continue to play any substantive part in Mr Lau's case, or whether we should pass it on to HKG and tell Baileys Shaw and Gillet to take the matter up directly with HKG.
