In Stanley Prison, he was assigned to work in the Book-binding and Garment Workshop. After his transfer to Shek Pik Prison, he was assigned to work in the Garment, Knitting and presently the Book-binding Workshop. His overall work performance is satisfactory.

During his imprisonment, he has breached prison discipline on 21 occasions for which he was awarded a total of 449 days loss of privileges, 202 days loss of earnings, 160 days separate confinement and 12 days dietary punishment. In addition, he was separated from the normal association from 21.11.1984 to 28.5.1984 for his active involvement in gambling activities and from 14.7.1986 to 24.10.1986 for committing gross personal violence over another prisoner. 6.5.1987 and 25.8.1987, he was again separated for his participation in gambling activities. Although he has stayed out of trouble since August 1987, he continues to maintain a superficial attitude towards the authority and to have slight insight of his past misdeed. His present institutional behaviour is merely acceptable.

He rarely receives visits from his family members but regularly corresponds with them.

His case was last reviewed by the Board of Review, Long Term Prison Sentences on 29.6.1990. The Board considered that there were no circumstances to warrant a recommendation for remission of sentence.

This is his sixth petition to H.E. the Governor for clemency. His previous petitions in 1984, 1985, 1986, 1987 and 1989 were all not
acceded to.

The Commissioner of Correctional Services sees no merit for special consideration in this petition.
