This is the sixth petition presented by or on behalf of the prisoner, a Hong Kong belonger who was convicted of Murder in 1980, following a retrial, and was ordered to be detained until Her Majesty's pleasure be known. His appeal against conviction was dismissed on 4.7.80.

The petition states that the prisoner expresses remorse for his crime and requests the imposition of a determinate sentence.

My comments in reply to the first petition, under reference L/M (63) in CRB 191/1 dated 4.7.84, remain valid. There are no factors that mitigate in favour of setting a determinate sentence at this time. This petition is without merit and is not supported.
