Dear Mr. Morris,
Madam LI Yue-xiai has petitioned Her Majesty the Queen for clemency on behalf of her son Mr. MOK Kwong-yuen, who is a HK prisoner ordered to be detained until Her Majesty's pleasure be known. Please see Enclosure A to this letter.
Under Colonial Regulations 169-171, such petitions shall be forwarded to the Secretary of State accompanied by such material as the Governor considers relevant. The Governor has read the petition and the reports from the Director of Social Welfare, the Commissioner of Police and the Commissioner of Correctional Services, and he recommends that the Queen be advised to reject the present petition. If this recommendation is accepted, copies of the petition (Enclosure A), the history of the prisoner's case, the Attorney General's note (Enclosure B) and a special assessment report on the Petitioner to be prepared by the Commissioner of Correctional Services, will be made available to the Board of Review when it next reviews the prisoner's case.
