The Hong Kong Council of Women (HKCW) has written to Lord Caithness enclosing a copy of their petition to OMELCO about the terms of employment contracts for domestic workers
in Hong Kong. How to reply?
Recommendation
2. I submit a draft reply to the HKCW, which I recommend should go from the Department. The Hong Kong Government
have been consulted.

3. The Hong Kong Council of Women are concerned about the terms of standard employment contracts for foreign domestic helpers in Hong Kong, most of whom are Filipinas. They are particularly concerned about the requirement that such workers must return to their country of origin within 14 days if their employment contract (which normally runs for two years) is prematurely terminated (even if this is
