Dear Ms Farrell,

I have been asked to thank you for your letter of 19 November to Lord Caithness, enclosing a copy of your Council's petition to OMELCO about the terms of

employment contracts for foreign domestic helpers in Hong

Kong, and to reply on his behalf. I note your particular

concern about the "two week rule".

I understand that the Hong Kong Government are examining

your petition and will let you have a detailed reply in

due course. In the meantime, you may find it helpful to

have some commments on points you make on pages 7-8 of your petition taking your seven points seriatim:

(1) The Hong Kong Government have recently reviewed the terms of the standard employment contract for domestic

helpers recruited from overseas and, amongst other

improvements, intends to delete clause 12(d) (ii) (which

required the previous employer to notify the Director of

Immigration that he had no objection to the helper being

employed by the new employer).
