PRISONER IN HONG KONG: PETITION TO HER MAJESTY THE QUEEN
Problem
1.
A petition to Her Majesty the Queen from a Chinese citizen, dated 20 March 1990 but received in HKD in January of this year, asking for the release of her son who is in prison in Hong Kong.
Recommendation
2. I recommend that the petition is forwarded to the Queen's Private Secretary with the advice that the petition
be denied. This is the advice of the Hong Kong Government.
Our Legal Advisers concur. I submit a draft note from the
Private Secretary to the Queen's Private Secretary.
Background and Argument

In accordance with Colonial Regulations 169-171, the
Hong Kong Government have forwarded to us the attached
petition to the Queen.
4.
The petition is made by one Mrs Li Yue-Xiai on behalf of her son, Mok Kwong-Yuen. Mok was convicted of the murder of a woman during an armed robbery at her home in February
1978. Mok was found guilty on 28 September 1979. After an appeal and a subsequent re-trial, Mok was again convicted of
