4. I am hesitant to disagree with what Paul Fifoot says in his memo of 30 January 1991 to you but I think paragraph 9.4.1 and Annex 9.1 are very clear that minor, trivial or perverse
petitions do not have to go to the Queen. I agree with the
arguments you put forward in your memo of 17 December 1990 to
Paul Fifoot especially about the inconsistency which would
follow if subparagraph 9.4.1 were to apply only to petitions to the Secretary of State and not to petitions to the Queen. However, I do not think DSP Vol 8, Chapter 9 or related annexes need any alteration.
