I would be very grateful for your views on the points

Mr Burns raises. Many of them are straightforward but I think we need to establish that:

(i) the petition does not need to be directly referred to the Secretary of State;

(ii) the papers sent to me by Hong Kong Government are sufficient for us to consider the petition properly, and notwithstanding the defect in the disciplinary proceedings, acknowledged by the Hong Kong Government,

(iii) It is not necessary for us to ask for the case to be reviewed.
