INTERNATIONAL CONVENTION FOR SAFE CONTAINERS: FYYENSION TO HONG KONG
1. I attach papers relating to the possible extension of this Convention, which is expected to remain in force after 1997, to Hong Kong.
It appears from the Bermuda precedent that the best way forward is to ask Hong Kong to enact regulations under its local law under which the local Government will he designated the "Administration" for the purposes of the Convention.
2. Could you,
therefore, add this Convention to the list of matters to he discussed by the International Rights and Obligations Sub-Group when it next meets?
