Deck, engineer and radio certificates issued by
PRC, South Korea, Liberia and Taiwan, subject to
obtaining certain further information in respect
of their examinations.
17.
Once the information required under paragraph 16 (b)
is obtained, the certificates issued by all the authorities
listed above will be formally accepted by the Director of
Marine for issuing licences.
18.
Certificates of competency granted by the United
Kingdom and certain Commonwealth and other countries, viz, the
Republic of Ireland, Canada, India, Australia, New Zealand,
Singapore, Pakistan (only certificates granted before 1.9.73)
and South Africa (only certificates granted before 31.5.62),
continue to be recognised as having the same force as those
granted by the Hong Kong Government.
19.
Pending formal acceptance of the Validation Panel's
recommendations by the Director of Marine, exemptions in the
form of dispensations are being granted whereby individual
officers who are not certificated or licensed in accordance
with the Merchant Shipping (Certification of
Officers)
Regulations 1990 will be allowed to
Kong-registered vessels. According to the merits of individual
applications, the dispensations are usually granted subject to
conditions, e.g., to serve at specified posts for a limited
period of time on a particular ship.
