1990. A copy each of the Ordinance, the Regulations, and the

Rules have been passed to the Chinese side.

A Validation Panel chaired by a Marine Department

official.comprising representatives of the Hong Kong Shipowners

Association, the Merchant Navy Officers Guild, the Hong Kong

Seamen's Union, the Hong Kong Polytechnic, the Joint Branch of

the Institute of Marine Engineers and the Royal Institution of

Naval Architects, the Nautical Institute, the Post Office and

the Marine Department was set up

set up in July 1990 to assess the

standards of certificates of competency issued by other

countries with a view to granting licences to the holders of

such certificates. The Panel has so far considered the

certificates of competency issued by the People's Republic of

China, South Korea, Liberia, France, Denmark, The Netherlands,

Norway and Taiwan.

After meeting three times and visiting PRC, South

Korea and Taiwan, the Panel recommended acceptance of the

following certificates of competency for the purposes of

issuing Hong Kong licences

(a) Deck, engineer and radio certificates issued by

France, Denmark, The Netherlands and Norway; and
