Dear Sir,

As author of the article "The Colony's Flags" on pages 26 and 27 of the enclosed Hong Kong publication 'Fragrant Harbour', the editor has asked me to make enquiries regarding certain aspects of ensigns and associated flag etiquette.

The article explains the background to the colony's flags and introduces the present situation which has resulted in all vessels on the Hong Kong register being required to fly two flags as an ensign.

I would be most grateful if you could advise on the following:

(a) whether the double ensign arrangement is acceptable in

terms of flag etiquette, and,

(b) whether there is precedence for this arrangement.
