We have been researching the files from the relevant period, and have found a number of references (eg Hong Kong telno MAST 006 to Department of Transport of 6 November 1985) to a Hong Kong Government "Position Paper" setting out the options for the Shipping Register. I have unfortunately been unable to locate a copy of the paper.

As I believe the paper may shed light on the options that were considered I should be extremely grateful if you could attempt to track down a copy for me on your own records. If it is too lengthy to fax you might consider faxing to me the relevant extracts (which I think are contained in Section 8 of the paper) and sending me a copy by bag .
