rules and standards, in particular with

regard to safety at sea;

that the terms and conditions of employment

on board ships flying its flag are in

conformity with the applicable international

rules and standards;

that adequate legal procedures exist for the

settlement of civil disputes between

seafarers employed on ships flying its flag

and their employers;

(d) access to appropriate legal processes for

national and foreign seafarers on an equal

basis so that they can secure their

contractual rights in their relations with

their employers.
