VI. THE FLAG
The flag must be clear and unambiguous in form and content. Otherwise, banks may be reluctant to lend to HKSAR incorporated companies secured by a local mortgage, which will obviously affect the owner's ability to register ships here. (HKAB)
There should be a Hong Kong flag recognised by both the Chinese and British governments as well as internationally. (CHAN)
Hong Kong should have its own distinctive flag possibly by having its own ensign in the form of a Bauhinia imposed on a British flag before 1997 and on a Chinese flag thereafter. (IST)
Immediate action should be taken to develop a distinctive flag with an appropriate emblem to allow ships flying this flag to be readily identified as a Hong Kong registered ship. This should be discussed early by the Joint Liaison Group. (HKGCC)
Hong Kong has at present a distinctive flag which vessels are officially not allowed to fly. Legislation should be introduced to allow this up to 1997 on Hong Kong registered vessels. After 1997, the flag should be designed by the S.A.R. Government. (MNOG)
