The Government should enforce such standards at least as rigorous as those of the UK Register and must decide on the methods by which it can determine whether existing or future standards of other nations are adequate in relation thereto.

In this context, it might be possible for Government to specify, in relation to British-certificated officers, that a mere oral examination is sufficient to determine whether the individuals meet the requisite standards. In relation to the certificates issued by other nations, the Government may require that before a person can obtain a locally-issued certificate, re-examination will be necessary in a form to be prescribed by Government. There may have to be a transitional period to provide for the certification and continued service of officers and ratings who can prove adequate service in a stated capacity for a minimum period of time. The examination system should be introduced well in advance of the new register coming into force to allow for seafarers to be in possession of a suitable certificate when it is needed.

sea.

A holder of a Class 1 certificate with experience for a minimum number of years should be able to examine for Class 2 or 3 certificates, thus providing more examiners than at present.

The Hong Kong authority should issue its own distinctive certificates and these should be held by all personnel working on board Hong Kong vessels. Authority would have to examine various other administrations' training and examination policies with a view to issuing certificates to holders of certificates and/or licences from approved administrations.

Applications for Hong Kong certificates from holders of approved certificates would have to be verified with the other administration and the Hong Kong certificate so issued should be endorsed with such details.
