Rather than resorting to classification societies, which is often done by flag-of-convenience states which lack an adequate non-commercial inspectorate the HK Register should as far as possible provide its own inspectorate services. (NUMAST)
Such commercial societies cannot fully replace the type of inspectorates which bona fide maritime nations provide. The role of the classification societies is seen as supplemental to the role of the national maritime administrations. (ITF)
