Provisional registration must be carefully regulated to prevent abuses. (NUMAST)
While registration and deregistration procedures may be simplified and streamlined, loopholes should not be provided for abuses working to the disadvantage of crews. (NUMAST)
A considerable amount of the present documentation is outdated and very cumbersome. At the same time that the new register is introduced, this must be modernised and reduced to the minimum manageable amount and that modern methods such as telex could be used to advise of crew changes. (MNOG)
On restrictions of registry, it is proposed that ships over a certain age should not be allowed on to the registry. In some countries, this restriction is low as 15 years.
Another restriction should be made with regard to provisional registration and every effort should be made to ensure that such provisional registration is not abused. One month should be adequate as a period of provisional
registration. Clarification is sought as to why the registry should allow ships to be registered and deregistered as quickly as possible with the minimum of red tape. Whatever the reasons, any such steps must not hamper the application of the necessary procedures required by the register. (ITF)

There should be no change to the existing list of authorised classification societies.
