Kong Special Administrative Region
Region may its own, using the name "Hong Kong, China" maintain and develop relations and conclude and implement agreements with states, regions
relevant international organisations in the appropriate fields, including the economic, trade, financial and monetary,
shipping,
communications, touristic, cultural and sporting fields. Representatives of the Hong Kong Special Administrative Region Government participate, as members of delegations of the Government of the People's Republic of China, in international organisations or conferences in appropriate fields limited to states and affecting the Hong Kong Special Administrative Region, or may attend in such other capacity as may be permitted by the Central People's Government and the organisation ΟΙ conference concerned, and may express their views in the name of "Hong Kong, China".
The Hong Kong Special Administrative Region may, using the name "Hong Kong, China"
participate in international organisations and conferences not limited to states."
3. Hong Kong Shipowners' Association (HKSOA) Objectives
3.1
At meetings at the end of 1984 with Government officials, representatives of the HKSOA listed the following objectives:-

3.1.1
enactment of modern and local Merchant Shipping legislation to be derived from all that is appropriate in extant U.K. legislation. It would need to provide for all international standards and conventions which are applicable to Hong Kong to be honoured.
3.1.2
The establishment of an autonomous Hong Kong register, attractive to shipowners and
charterers, which would be financially self-sufficient
and yet would not be classed as a flag of convenience.
3.1.3
The provision of adequate facilities to ensure the availability of personnel to man Hong Kong registered ships.
