13. Miscellaneous
13.1.
In addition to the points specifically
mentioned in the CD several miscellaneous points peripheral to the main theme of the register, but important none the less, were raised by commentators.
(a) Social and Welfare Aspects
13.2.
It should be made clear from the outset, that we do not consider the new register and the legislation which will be required in support of it to make any difference to the enactment of regulations governing social and welfare aspects of the employment of seafarers.
13.3.
The Government is at present drawing up a new, comprehensive bill the Seafarers' Bill which aims at

consolidating the majority of Hong Kong legislation in this area into a single ordinance. Much of the content
of this very large and exceedingly complex Bill will mirror existing provisions governing the employment and rights of seafarers. Some, however, will be new. The aim is to enable Hong Kong substantially to comply with ILO Conventions which apply to employment at sea.
