(a) examinations should be conducted to the
requirements of the Marine Department by
those best equipped to do so (in other
words by delegation of the majority of
written academic examinations to the
educational institutes);
(b)
the language of examination should permit
the use of Chinese. English would,
however, remain a compulsory subject; and
(c)
examiners should be suitably qualified
and trained in examination techniques to
the satisfaction of the Administration.
No objection in principle is seen to
examiners with lower qualification than
those required at present being suitably
trained to examine candidates sitting
examinations for certificates of a lower
grade to those held by the examiner.
This would assist in increasing the
number of Chinese speaking examiners.
