6.6.

Since many Hong Kong seamen, and a growing

number of officers, are already holders of certificates

of competency issued by various authorities in the

People's Republic of China it will be necessary to

examine these standards at an early stage.

6.7.

It was also put to us that we might consider

the acceptance of sub-standard certificates provided

certain periods of service had been compiled with. We

cannot accept this approach. Long service alone is no

guarantee of competence. Holders of such certificates

should only be accepted after suitable examination

following retraining if necessary.

6.8.

A number of other points were made following

publication of the CD. These included the extension of

delegation of the conduct of examinations to certain

educational institutes, problems associated with the

lack of Cantonese speaking examiners at certain levels

and the qualifications presently required for

examiners. All these points will be followed up

independently of this paper on the basis of the

following criteria: -
