The solution is likely to be, as now, a
nucleus of Hong Kong Government surveyors, supplemented
by surveyors of other Governments and classification
societies. The mix would undoubtedly change from time
to time as the size of the new register and the
geographical spread of its ships settled down.
5.29.
There are no changes in existing policy
implicit in the way forward here
-
simply the
determination of a practical solution to a practical
problem against the background of the essential need to
set and maintain proper standards for Hong Kong ships in
their worldwide activities.
[Alternative:
As an alternative to employing a nucleus
of surveyors, it would be possible to delegate
all survey duties to classification societies
retaining an 'inspectorate' to develop policy
and legislation and perform spot checks on the
standards of such societies.
We do not favour
this approach as it smacks of FOC.]
