Party should be established, it should be tripartite and include representatives of shipowners, Government and labour, thus keeping it small, but expanding its base.

4.4.

With hindsight, it was perhaps a mistake to suggest detailed membership of the SAB in the CD. This tended to concentrate comment on the proposed

composition of the Board rather than the rationale for

establishing it in the first place. There is something

to be said for the views expressed that the SAB as

proposed is not the ideal forum for the detailed work

required to advise on the register. Much of this work

will be technical in nature (e.g. on mortgages, examination procedure etc.) and quite unsuited to discussion by the full membership envisaged.

On the other hand the idea of a small

dedicated Working Party does have attractions

though

its membership should probably be drawn a little more widely than suggested by the HKSOA. This tends to

suggest that a small Working Party should be established to consider the detailed problems of creating a new register and that until it has deliberated we should defer the creation of a Shipping Advisory Board. This is because the creation and operation of the new register will inevitably involve discussion of broader shipping policy issues and a Working Party cannot be
