qualified British officers.

The larger the

register, the more opportunities there would be - but individuals would have to compete for

jobs on an equal footing with other qualified

candidates.

British officers might, however, see this

as eroding their guaranteed employment

prospects particularly if no transitional

arrangements are made. Even if this proves

so, it is inevitable in 1997 and should be

faced on the inauguration of the new Hong Kong

Register. But we believe that British

officers who meet the necessary standards and

who wish to seek employment on Hong Kong registered ships should have no difficulty in

doing so.
