This would impose ultimate 'State'

responsibilities by UK on persons outside UK

and not necessarily of British nationality.

(It could be argued that since the proposed

MSA will make provision for the ownership of

British ships by Commonwealth Citizens, the

matter is not likely to be of great

consequence.)

British Officers: With the Hong Kong

registered fleet expanding almost as rapidly

as the UK registered fleet has been declining,

the number of new jobs for British (and)

Commonwealth) officers has helped offset those

lost. We propose no nationality criteria and

no transitional period since the qualification

will be by certificates of the same standard

as now adopted [existing British (and certain

Commonwealth) certificates will continue to be

recognised].

The Hong Kong Register will thus continue

to provide employment opportunities for
