Kong for both officers and crew;

3.27.

A number of comments were made to the effect

that standards should be relaxed to allow presently

under- qualified officers and crew to be employed on

vessels on the new register. We find this an

unacceptable proposal though do consider that, should

there be a proven need, conversion courses should be

offered in Hong Kong to enable those who wish to be

examined at existing standards to meet the required

level. It will also be necessary for such conversion
