3.20.
In general, the comments we received on this
aspect from organisations representing crew suggested
that qualified Hong Kong seamen should have preference
over others in obtaining employment on Hong Kong
registered vessels. Policy in respect of employment on
the existing register is that
(a) Hong Kong ships must employ British or
Commonwealth officers in certain
specified posts;
(b) facilities for the training and
examination of officers and seamen to the
required international standards should
be provided; but that
(c)
the principle of an individual's freedom
of choice and his abilities and aptitudes
governs his selection for training; and
that
(d) an employer is free to recruit his crew
from whatever source he may determine.
