and autonomous register should be based on the following
criteria:-
"Ownership of a ship entitled to register
on the new Hong Kong Register should be
limited to
(a)
a company incorporated in Hong Kong
and whose principal place of business
is in Hong Kong; or
(b)
a person ordinarily resident in Hong
Kong.
In either case there should be a legally
accountable representative in Hong Kong for the
purposes of enforcement. In the event that the
legally accountable representative were a
company, that company should be incorporated in
Hong Kong. Individuals as legally accountable
persons should be ordinarily resident in Hong
Kong.
