We have come to the conclusion that the separate and
autonomous Hong Kong Register should draw its genuine
links principally with reference to ownership, that manning should be determined by qualifications as opposed
to nationality or residential status and that local
facilities for the necessary training and examination
should continue to be provided.
3.6.
The following paragraphs outline our position
in greater detail.
Ownership
3.7.
The CD suggested that the ownership criteria
should be:-
(a)
ownership directly related to Hong Kong by
incorporation of the corporate owners in
Hong Kong or residential qualification of
the individual owner; plus
(b) management and control of the ship
exercised from Hong Kong; plus
(c)
a legally accountable representative in
Hong Kong for the purposes of enforcement.
