With regard to the continuity of the

application of international conventions themselves, it

is intended that all such conventions as apply to ships

on the existing register should apply equally to ships

on the new register. New local legislation will be

needed in certain cases. It is also intended that 1997

should be no barrier to their continued application.

The means by which this will be achieved will be taken

up by the Joint Liaison Group.. [The Joint Declaration

provides that the Joint Liaison Group should consider

what action needs to be taken by the British and

Chinese Governments to ensure continued application

after 1997 of international rights and obligations

affecting Hong Kong. This includes IMO Conventions and

ILO Conventions affecting the shipping industry. It is

recommended these matters be addressed at an early

stage rather than later to allow the legislative steps

leading to the creation of the new register to be taken

as soon as possible.]
