The purpose of this position paper is to
examine the initial views in the CD against the
comments made and, wherever possible, to weigh the
alternatives available even though a preferred course
of action may be clear. The paper will be subject to
discussion within the Hong Kong Administration and will
be discussed in mid November 1985 with HMG [the UK
Department of Transport (DTP) and the FCO]. Following
those discussions the paper will be modfied into a
second stage consultative document for more detailed
discussions with those, both in the public and private
sectors, most directly involved. At the conclusion of
these discussions it is hoped that a formal statement
of intent will be produced for discussion at the third
meeting of the Sino-British Joint Liaison Group in
March 1986.
