Kong respond to DTp's advice in respect of the flagging problem highlighted in Hong Kong telno 1010. I attach other relevant papers.

My inclination is to revert to DTP in the light of Hong Kong telno 2223 and ask them to reconsider their position on
Hong Kong's proposal. I have drafted accordingly to Mr Scutt (attached).
3. I should welcome your advice and, if you agree with this
approach, any further arguments we could put to DTP in support of Hong Kong's position. I should be grateful for a
reply by c.o.p 24 July.
