HONG KONG SHIPPING REGISTER: FLAGGING OBLIGATIONS
1. We spoke about Hong Kong Telno 2223. In connection with this, I would be grateful if you could let me know whether other Dependent Territories have the same flagging arrangements as the UK under Section 73 of the MSA 1894, as amended. If no other Dependent Territories have anything similar to Section 73, there is no problem with the Secretary of State exercising his power under Section 78 of the MSA 1906.
