Problem
1. The Department of Trade and Industry have asked us to consider whether the existing policy guidelines on inward investment promotion in Hong Kong should be revised.
Recommendation
2. I recommend that there should be some limited relaxation in our existing policy on inward investment promotion. Since 1985 our policy has been to discourage all high-profile inward investment activity by government-funded agencies in Hong Kong. The revised guidelines (at Annex A) would permit normal promotional activities on a par with those carried out worldwide. But they would continue to
highlight the particular sensitivities relating to Hong Kong
and 1997. The Invest in Britain Bureau (IBB) of the DTI,
the British Trade Commission and the Hong Kong Government
have been consulted and agree.

3. At the next meeting of the Committee on Overseas Promotion (list of members attached), which will be held on 14 February, the DTI will be considering revised consolidated guidelines for investment promotion worldwide. The IBB would like to take this opportunity to seek the
