Dear Mr Takahashi,

At our recent meeting I undertook to let you have details of British investment in Hong Kong.
Investment is a difficult concept to define. There are many ways of measuring economic and financial involvement. The enclosed fact sheet sets out the nature and extent of Britain's economic stake in Hong Kong using a variety of measures and criteria. am sorry that the figure for direct net investment dates from 1987: it is due to be updated this year!
On an entirely different subject, you may recall we touched on the question of law and order in Hong Kong. It is striking that law and order in the territory have remained remarkably stable over the last ten years; and crime statistics compare well with other leading Asian cities, and very well with Western cities, as the enclosed tables demonstrate.
I hope that you and your authorities in Tokyo will find this information useful.
