NUTUUT
arrangements was because of her previous experience as representative of the IDB NI and the fact she well knows the kind of company we are targeting.
There are also logistical considerations.
On present plans I have
to be in the United States during the week 4 9 November and following the Hong Kong seminar I move on to Singapore for a second seminar which has already been set up. Eddie Ripley already has commitments in Korea and Taiwan prior to the seminar and in Tokyo and Singapore after it. It would be extremely difficult to change all of these arrangements at this stage.
From the reported discussion, I am not clear whether you now fecl that we would not be able to attract a worthwhile audience of the kind we seek. I hope this is not so, because that rather knocks on the head the justification for going ahead at all and I would need to know this before we are committed, especially to Ms Hoon. Certainly Lord Young will create interest, but I fear that the probable downside risk is a lot of portfolio or acquisition enquiries which we are unable to handle. Even more troublesome, we may even revive some of the private "right of abode for financial investment" enquiries which Lord Young attracted when he was here at the DTI. Here I think our answers are likely to be as discouraging now as they were then,
I am sending a copy of this letter to Nigel Cox in Hong Kong Department and David Warren in Far East Department FCO for information.
