DRAFT CONVENTION ON THE MARKING OF PLASTIC EXPLOSIVES
1. The UK has been closely involved in work currently proceeding in the International Civil Aviation Organisation with a view to drawing up a new international Convention on the marking of plastic explosives for the purpose of detection. I enclose herewith a copy of the draft text agreed by the ICAO Legal Committee in April 1990, together with comments by the British Government on the draft, and the latest version of the draft technical annex to the Convention (revised after the UK's submission of comments). The UK place in Montreal from 12 February to 1 March 1991. intends to sign the Convention at the conclusion at the Conference. It is, however, likely to be some time thereafter before we are in a position to ratify the Convention. It is not yet clear whether this would be affected by new primary legislation or by Regulations.

By the time of British ratification of the Convention, we shall of course need to know whether the Dependent Territories would wish to be included in the UK's ratification. I should therefore be grateful if you could let me know by the end of January 1991 whether your Territory would in principle wish to be included in the UK's ratification.
3. We hope that you will be able to give a positive response. Although we recognise that the new Convention will not cure all problems related to aircraft bombings, we see it as a further valuable element in the ongoing fight against terrorism. You will wish to be aware that the aim of the Convention is to have a detection agent in the
