I do not know if China is a party to each of the four postal treaties which now apply to Hong Kong. This should be ascertained. If China has adhered to them, we might consider an amendment to the draft revised paper (Hong Kong telno. 3044) to reflect this. I am otherwise in agreement with the draft.
