The Department of the Environment suggests that the legislation should cover all waste because the coverage of the Basel
Convention is unclear and the DTS will wish to be protected in respect of all waste.
7. Legislation for Hong Kong would be more complex since it is a significant manufacturing and therefore waste producing centre. The Basel Interim Secretariat has prepared the attached model national legislation to implement the Basel Convention. This model could possibly be adapted in the case of Hong Kong.
8. I realise that this will produce more work for Legal Advisers, but using the material available, and using import on precedents (eg firearms), it should be possible to expedite this
work.
