I have seen a copy of your recent correspondence with Andrew Seaton (FED) on the subject of the new Chinese Copyright Law. It bears directly on an enquiry we have recently received from the Hong Kong Government (Hong Kong telegram no 1774, attached) on which I would welcome your advice.

2. On the basis of your letter of 30 May to Andrew Seaton I think we can tell Hong Kong that HMG is indeed contemplating a bilateral agreement with the PRC. I should be grateful for your view on whether problems would arise if we were to consider extending such an agreement to Hong Kong.
